Der Irak-Konflikt: Kommt der Krieg?

Abstract

Der UN-Sicherheitsratsbeschluß 1441 vom 8. November 2002 gibt dem Irak eine letzte Chance, die Waffenstillstandsbedingungen von 1991 (UN-Resolution 687) zu erfüllen und sämtliche Programme zur Entwicklung von ABC-Waffen und Raketen mit größerer Reichweite offenzulegen. Bagdad hat zum allgemeinen Erstaunen und im Widerspruch zu Erkenntnissen der Geheimdienste erneut bestritten, Massenvernichtungswaffen zu besitzen. Falls der Irak die Auflagen der Resolution nicht erfüllt, hat ihm der Sicherheitsrat mit »ernsthaften Konsequenzen« gedroht, sprich mit Krieg. Er ist, wie Washington und London betonen, noch keine beschlossene Sache. Es stellen sich die Fragen: Wie sind die bisherigen Ergebnisse der UN-Inspektion zu beurteilen und wie reagieren die USA und der Sicherheitsrat darauf? Gibt es eine bessere Alternative zum Krieg gegen Saddam? Was wollen die USA wirklich? Welchen Kriegsplan haben sie? Wie sind die Risiken und Kosten eines Krieges gegen den Irak zu beurteilen?
