Der "Krieg gegen den Terror": Konsequenzen für die amerikanische Außenpolitik

Abstract

Wird die Bekämpfung des transnationalen globalen Terrorismus zum neuen organisierenden Prinzip amerikanischer Weltpolitik? Immer wieder ist gegenwärtig die Rede vom Paradigmenwechsel amerikanischer Außenpolitik und von einer Transformation der internationalen Beziehungen. Sicher ist augenblicklich jedoch nur, daß im Zuge des »Krieges« gegen den Terrorismus - der Mobilisierung aller nationalen Ressourcen, und militärische sind nur ein Teil davon - eine Neubewertung und Neuordnung der Beziehungen der USA zu etlichen Staaten und eine Neuausrichtung des außen- und sicherheitspolitischen Instrumentariums im Gange ist. Wir erleben eine Rückkehr zum Primat der Sicherheitspolitik. Doch noch - anders kann es auch gar nicht sein - ist der Krieg gegen den Terrorismus nicht in eine breitere sicherheitspolitische Strategie eingebunden. Noch ist längst nicht klar, was sich mit dem 11. September geändert hat und was nicht. (SWP-aktuell / SWP)
