Perspektiven maritimer Sicherheit: Europäische Maritime Sicherheitsstrategie, Piraterie und der asiatisch-pazifische Raum

Abstract

Der Abzug der Nato-Kampftruppen aus Afghanistan markiert das Ende der Ära langwieriger Landkriege. Maritime Operationen gewinnen stattdessen an Bedeutung. Das zeigen die Pläne für eine Europäische Maritime Sicherheitsstrategie (EMSS) ebenso wie die fortdauernde Pirateriebekämpfung im Indischen Ozean. Die Sicherung der eigenen Handelsbeziehungen, aber auch die Tatsache, dass die USA ihren strategischen Schwerpunkt nach Asien verlagern (»rebalancing«), stellen Europa vor neue maritime Aufgaben. Aktuelle Streitigkeiten im Ost- und Südchinesischen Meer und Russlands Annexion der geostrategisch bedeutsamen Halbinsel Krim illustrieren ebenfalls, wie wichtig die Absicherung kritischer Seewege und der freie Zugang zur offenen See sind.
