Wandel durch Handel: Eine neue Phase der Annäherung zwischen Indien und Pakistan

Abstract

Die Entscheidung der pakistanischen Regierung von Ende Februar, Indien ab 2013 die Meistbegünstigung einzuräumen, läutet eine qualitativ neue Phase in den spannungsreichen Beziehungen zwischen beiden Staaten ein. Vor allem für Pakistan stellt dieser Schritt eine Zäsur dar, denn der Ausbau des Handels mit Indien wurde bislang stets von einer Lösung des Kaschmirkonflikts abhängig gemacht. Mit dem Beschluss hat sich in Pakistan die Regierung von Premierminister Gilani gegen Vorbehalte aus Kreisen der Armee und islamistischer Gruppen durchgesetzt. Ein Wandel der bilateralen Beziehungen durch einen Ausbau des Handels könnte die jetzige Annäherung stabiler machen als vorangegangene Versuche
