Algerien nach den Parlamentswahlen: Neue Voraussetzungen für Reformen?

Abstract

Die dritten pluralistischen Parlamentswahlen in Algerien bedeuten zwar keinen Schritt in Richtung Demokratisierung, denn der überwältigende Sieg der armeenahen ehemaligen Einheitspartei FLN (Front de libération nationale) birgt die Gefahr, daß die Armee weiterhin in der Politik dominiert. Doch eröffnet die personelle und zum Teil auch programmatische Erneuerung der FLN auch die Chance für Reformen. Noch läßt sich nicht abschätzen, wieviel Gewicht die Reformkräfte innerhalb der FLN haben. Wenn sie im politisch und sozial weiterhin instabilen Klima und gegen Interessen führender Militärs die von IWF und EU geforderten wirtschaftlichen und administrativen Reformen auf den Weg bringen wollen, brauchen sie Unterstützung von außen. Um so wichtiger, daß die EU ihren Forderungen nach Transparenz, Rechenschaftspflicht und Gewaltenteilung mehr Nachdruck verleiht. (SWP-aktuell / SWP)
