Die ukrainischen Parlamentswahlen und die neue Werchowna Rada

Abstract

Die Wahl des ukrainischen Parlaments am 31. März 2002 zeigte gegenüber der letzten Wahl drei neue Entwicklungen: Die Kommunisten wurden bei der Listenwahl auf den zweiten Platz verwiesen, die von Präsident Leonid Kutschma initiierte Bewegung »Für eine einige Ukraine« landete auf dem dritten Platz, Sieger wurde das oppositionelle Bündnis »Unsere Ukraine« unter Führung des vor einem Jahr abgesetzten Premiers Wiktor Juschtschenko. Im Parlament, der Werchowna Rada, schaffte es trotzdem die Bewegung »Für eine einige Ukraine«, die größte Fraktion zu bilden durch Kauf von und Druck auf direkt gewählte Abgeordnete. Wird es eine neue Regierung geben, die an den Präsidenten gebunden ist, deren Vorsitzender aber die Zustimmung des Parlaments benötigt? Die Parlamentswahlen waren zugleich das Vorspiel zur Präsidentenwahl in zwei Jahren, zu welcher Amtsinhaber Leonid Kutschma nicht mehr antreten darf. Das Abschneiden der präsidentenfreundlichen Bewegung bei der Parlamentswahl zeigt, daß ein von Kutschma aufgestellter Kandidat kaum Chancen hätte, ihm nachzufolgen. (SWP-aktuell / SWP)
