Multilaterale Rüstungskontrolle in der Sackgasse? Vor der 5. Überprüfungskonferenz zum Verbot Biologischer Waffen

Abstract

Vom 19. November bis 7. Dezember 2001 wird in Genf die 5. Überprüfungskonferenz zum B-Waffen-Übereinkommen (BWÜ) zusammentreten. Anders als üblich, geht es bei dieser turnusmäßig stattfindenden Tagung nicht nur um die Einhaltung und Umsetzung des Vertragswerkes. Vielmehr werden im Mittelpunkt der Diskussionen der Vertragsparteien die 1995 begonnenen Verhandlungen über ein Protokoll zum BWÜ stehen. Bislang enthält das BWÜ keinerlei effektive Kontrollmechanismen. Das angestrebte Protokoll soll das Übereinkommen stärken und seine Überprüfbarkeit verbessern. Nachdem die USA den Protokollentwurf des Verhandlungsvorsitzenden Tibor Toth im Juli 2001 ablehnten, wird es nun darum gehen, ob und wenn ja, wie der Prozeß der Stärkung des BWÜ fortgesetzt werden soll.
