Jenseits des EU-Afrika-Gipfels: Für ein klareres Profil deutscher Afrikapolitik in der EU

Abstract

Der EU-Afrika-Gipfel, der am 2./3. April 2014 stattfinden wird, fällt in eine Phase, während der ein stärkeres deutsches Engagement in Afrika diskutiert wird. Unter dem Motto »Investing in People, Prosperity and Peace« stehen Fragen von Frieden und Sicherheit sowie Wohlstand im Mittelpunkt des Treffens, bei dem es um die künftige Ausrichtung der gemeinsamen EU-Afrika-Strategie geht. Um diese Themen dreht sich auch die aktuelle Debatte über die Leitlinien deutscher Afrikapolitik. Deutschland kann afrikapolitische Akzente setzen: Zum einen kann es zivile Komponenten der Konfliktbearbeitung im EU-Rahmen stärken und sein Profil über den Ansatz der »Ertüchtigung« afrikanischer Partner hinaus schärfen. Zum anderen kann es Investitionen des deutschen Mittelstandes fördern und damit helfen, Arbeitsplätze zu schaffen und Ausbildung zu verbessern. Gleichzeitig gilt es, an politischen Rahmenbedingungen für diese und weitere Bereiche anzusetzen. In diesem Sinne ist ein offener Dialog zwischen europäischen und afrikanischen Akteuren notwendig. Deutschland kann ihn voranbringen, indem es eine realistische Afrikapolitik betreibt und diese innerhalb der bestehenden EU- und VN-Instrumentarien konsequent verfolgt. (SWP-Aktuell)
