Indien in den internationalen Klimaverhandlungen: Keine neuen Akzente unter Modi

Abstract

Im Zuge der internationalen Bemühungen um ein neues Klimaabkommen für die Zeit nach 2020 werden auch die Rufe nach Indiens Beteiligung am Klimaschutz immer lauter. Das Land befindet sich in einer paradoxen Situation. Einerseits steht es mit seinen Forderungen nach finanzieller und technologischer Unterstützung in der Klimapolitik stellvertretend für die Interessen der meisten Entwicklungsländer. Andererseits gehört es aufgrund seiner wirtschaftlichen Entwicklung mittlerweile zu den größten Emittenten von Treibhausgasen. Im Unterschied zu China, das 2014 ankündigte, seine Emissionen ab 2030 zu senken, sieht Indien sich nicht in der Pflicht, mehr internationale Verantwortung beim Klimaschutz zu übernehmen. Indiens Zusagen für den Klimagipfel im Dezember 2015 in Paris werden daher nur moderat ausfallen. Durch den weiteren Ausbau der bilateralen Zusammenarbeit im Energie- und Umweltbereich können die Industriestaaten zumindest indirekt einen Beitrag zum besseren Klimaschutz in Indien leisten.
