Abstract

Die USA und Rußland haben am 24. Mai einen neuen Abrüstungsvertrag unterzeichnet. Er soll »das Erbe des Kalten Krieges beseitigen«. Gleichzeitig denkt die Bush-Regierung über eine neue Strategie nach, die es ihr ermöglichen soll, die Bedrohung durch Massenvernichtungswaffen (MVW) abzuschrecken und notfalls auszuschalten. Nach kürzlich bekannt gewordenen Ergebnissen der Nuclear Posture Review (NPR) werden erwogen: der präventive Einsatz von Atomwaffen gegen MVW, die Entwicklung neuer Kernwaffen, die Wiederaufnahme von Kernwaffentests, eine neue Einsatz- und Zielplanung sowie der Aufbau einer neuen strategischen Triade für kombinierte konventionell-nukleare Operationen. Wie und warum verändert sich die amerikanische Abschreckungspolitik? Welchen Einblick gewähren der Abrüstungsvertrag von Moskau und die NPR in das strategische Denken der Regierung in Washington?
