Die USA, China und die Freiheit der See: "Freedom of Navigation"-Aktivitäten der USA und der ordnungspolitische Disput mit China

Abstract

Nach einer langen Phase der Zurückhaltung führten die USA am 22. Januar 2016 im Südchinesischen Meer erneut eine »Freedom of Navigation«-Operation durch. Drei Wochen später empfing US-Präsident Obama die Staats- und Regierungschefs der südostasiatischen ASEAN-Staaten zu einer Konferenz in Kalifornien, um über Möglichkeiten zur Entspannung in der Region zu sprechen, da sich der Konflikt zwischen China und seinen ostasiatischen Nachbarstaaten über Inselgebiete und deren Ressourcen weiter zu verschärfen drohte. Statt zu entspannen, schürte China den Konflikt weiter an, indem es Raketenbatterien auf der Woody-Insel stationierte, die auch von Taiwan und Vietnam beansprucht wird. Neben diesem Regionalkonflikt wird das Südchinesische Meer nun auch zum Schauplatz einer ordnungspolitischen Auseinandersetzung zwischen Beijing und Washington. Dabei werden seerechtliche Prinzipien und das Seerechtsübereinkommen unterschiedlich ausgelegt. Ob die »Freiheit der See« aber aufrechterhalten oder eingeschränkt wird, hat erhebliche geopolitische und militärstrategische Folgen. (SWP-Aktuell)
