From softball to hardball? Die Reform der Wahlkampffinanzierung in den USA

Abstract

Das von US-Präsident Bush am 27. März 2002 unterzeichnete Gesetz zur Reform der Wahlkampffinanzierung stellt die grundlegendste Neuordnung der politischen Spielregeln in den USA seit den 70er Jahren dar. Wie schon drei Jahrzehnte zuvor in der Post-Watergate-Ära ist auch diese Reform auf eine politische Affäre - den EnronSkandal - zurückzuführen. Noch ist der Erfolg jedoch nicht gesichert. Die Reformgegner haben bereits juristische Schritte angekündigt, die wohl das Verfassungsrecht der freien Meinungsäußerung in das Zentrum der Auseinandersetzung rücken werden. Ebenso wie die Republikaner im Kongreß hätte Bush einen beträchtlichen Startvorteil, wenn das Gesetz nach den Kongreßwahlen im November in Kraft tritt. Mit der Reform dürften (auch religiös motivierte) Partikularinteressen ein noch größeres Gewicht in der politischen Meinungsbildung und Entscheidungsfindung bekommen. (SWP-aktuell / SWP)
