Japans sicherheitspolitische Neuausrichtung: Historische Aufrüstungsentscheidung

Abstract

Japan hat in jüngster Zeit unter Premierminister Kishida Fumio wichtige sicherheitspolitische Weichenstellungen vorgenommen. Im Dezember 2022 veröffentlichte Tokio eine neue Nationale Sicherheitsstrategie sowie zwei verteidigungspolitische Strategiedokumente. Unter anderem beschloss die Regierung eine deutliche Erhöhung des Verteidigungsbudgets auf 2 Prozent des Bruttoinlandsprodukts. In bilateralen Gesprächen mit dem Bündnispartner USA Mitte Januar wurden Möglichkeiten einer engeren Zusammenarbeit thematisiert. Tokio sucht mit weitreichenden Veränderungen wie der Akquise sogenannter Gegenschlagsfähigkeiten auf eine gravierende Ver­schlechterung des Sicherheitsumfelds zu reagieren. Auch wenn einige der angekündigten Schritte für Japan historisch sind, standen diese bereits seit langem zur Debatte und fügen sich daher in das Bild eines evolutionären Wandlungsprozesses ein, den die japanische Sicherheitspolitik seit Jahren durchläuft.
