Ägyptens Nilwasserpolitik unter Sisi: Sicherheitspolitische Interessen befördern Annäherung an Äthiopien

Abstract

Seit der Machtübernahme Abdel-Fatah al-Sisis in Kairo tritt Ägypten im Streit um das Nilwasser deutlich gemäßigter auf. Statt auf Konfrontation setzt die ägyptische Führung im Konflikt um den Grand Ethiopian Renaissance Dam (GERD) auf Kooperation mit Äthiopien, dem wichtigsten Oberlieger am Nil. Hinter dieser Annäherung steht allerdings keine grundsätzliche Kehrtwende in der ägyptischen Nilwasserpolitik. Vielmehr sind zum einen Kairos Handlungsoptionen angesichts des fortschreitenden Dammbaus beschränkt. Zum anderen sieht das Sisi-Regime in der äthiopischen Führung einen immer wichtiger werdenden Partner, insbesondere bei Fragen der regionalen Sicherheit. In den ägyptisch-äthiopischen Beziehungen verliert der Konflikt um die Verteilung des Nilwassers damit gegenwärtig an Bedeutung - gelöst ist er indes noch lange nicht. (SWP-Aktuell)
