Der Brahimi-Report - ein Jahr später

Abstract

Mit viel Lob wurden die Empfehlungen der Brahimi-Kommission zur Verbesserung der VN-Friedenseinsätze bedacht, als sie Ende Juli 2000 von Generalsekretär Kofi Annan der internationalen Öffentlichkeit übergeben wurden. Dann setzte ein zähes Ringen um ihre Verwirklichung ein. Eine unüberwindbare Kluft zwischen den Ländern des Nordens und des Südens bei der Fortentwicklung von Friedenseinsätzen und der Vereinten Nationen schien sich aufzutun, eingeleitet durch eine äußerst kritische Stellungnahme des indischen Vertreters bei den VN. Heute, ein Jahr später, sind dennoch Fortschritte zu verzeichnen. Im Vorlauf zur diesjährigen Generalversammlung veröffentlichte der für die Friedenseinsätze zuständige Peacekeeping-Sonderausschuß nach über 160 Sitzungen seinen abschließenden Bericht, in dem er eine Reihe von Empfehlungen der Brahimi-Kommission zur Umsetzung freigibt. Ob das die Vereinten Nationen jedoch von ihrem weiteren Abstieg bewahren kann, ist fraglich, zumal potente Regionale Organisationen wie EU, NATO und OSZE in Europa und ECOWAS in Afrika (Economic Community of West African States) immer mehr an Terrain gewinnen.
