Die Zukunft der Minsker Vereinbarungen: Umsetzung vorantreiben und Sanktionen gegen Russland stützen

Abstract

Die Minsker Vereinbarungen sind derzeit das Hauptinstrument, um eine nachhaltige Regelung der Situation in den besetzten Gebieten der Ostukraine zu erreichen. Moskau und Kiew zeigen sich allerdings nicht geneigt, das dazugehörige Maßnahmenpaket zügig umzusetzen. Sollte sich dies bis zum Sommer nicht ändern, wäre die EU schlecht beraten, die wirtschaftlichen Sanktionen gegen Russland zu lockern oder gar aufzuheben. Ein solcher Schritt müsste nicht nur die politische Glaubwürdigkeit der EU beschädigen. Überdies würde Russland ermuntert, seinen Einfluss im postsowjetischen Raum auf Kosten der dortigen Staaten und Gesellschaften auszudehnen sowie Gegensätze innerhalb der EU zu vertiefen.
