Libyens Neuanfang: Herausforderungen des Übergangsprozesses

Abstract

Der in Libyen Ende Oktober gestartete Prozess des Übergangs zu einer gewählten Regierung, zur Ausarbeitung einer Verfassung und zum Aufbau eines neuen Staates findet unter schwierigen Rahmenbedingungen statt. Seit dem Ende des Bürgerkriegs haben Machtkämpfe zwischen den revolutionären Kräften sowie Konflikte um die Aufarbeitung von Kriegsverbrechen und um Eigentumsrechte zugenommen. Regierung und Übergangsrat besitzen keine direkte Kontrolle über die unzähligen revolutionären Brigaden, die faktisch die Rolle der Sicherheitskräfte übernommen haben. Zentrale Voraussetzung, um diese Konflikte zu lösen und die Sicherheitslage zu stabilisieren, ist der Aufbau eines neuen Justiz- und Sicherheitsapparats. Internationale Unterstützung für die Entwicklung der Kapazitäten von Staatsapparat und Zivilgesellschaft wird dringend benötigt. Die sich entfaltenden Machtkämpfe sowie der Mangel an etablierten zivilgesellschaftlichen Strukturen schränken allerdings die Möglichkeiten externer Unterstützung ein
