Ein neues polnisch-russisches Verhältnis? Putins Polenbesuch im Januar 2002

Abstract

Der Besuch des russischen Staatspräsidenten Putin in Polen (16. - 17.1.2002) symbolisiert Warschaus und Moskaus Willen zu einem neuen konstruktiven Miteinander. Nach einer Phase voller Dissonanzen Ende der 90er Jahren sind nun beide Seiten bemüht, in den bilateralen Beziehungen Störpotentiale zu reduzieren und neue Kooperationsmöglichkeiten zu erschließen. Die Intensivierung der Wirtschaftskontakte soll in den Mittelpunkt gestellt, der politische Dialog vertieft und Probleme, die aus der gemeinsamen Vergangenheit herrühren, sollen aus dem Weg geräumt werden. Gemeinsame Lösungen werden beim Handel mit russischem Erdgas und dessen Transit angestrebt, die Diskussion über die künftige EU-Enklave Kaliningrad soll dynamischer vorangetrieben werden. Vor dem Hintergrund der sich wandelnden sicherheitspolitischen Kooperation der NATO mit Rußland und der Partnerschaft zwischen EU und Rußland sucht man in Warschau und in Moskau eine tragfähige Basis für die bilateralen Beziehungen. Hat die Suche Erfolg, kann Polen eine wichtige Rolle bei der künftigen Gestaltung der Ostpolitik der EU spielen. (SWP-aktuell / SWP)
