Die Zentralafrikanische Republik in der Krise: Die Mission der Afrikanischen Union braucht die Unterstützung der Vereinten Nationen

Abstract

Am 20. Januar 2014 haben die Außenminister der EU-Mitgliedstaaten beschlossen, die Militäroperation EUFOR RCA Bangui durchzuführen. Rund 800 Soldaten sollen so schnell wie möglich in die Zentralafrikanische Republik (ZAR) verlegt werden und sechs Monate vor Ort sein. Die ZAR hat in den letzten Monaten eine Zunahme interreligiöser Gewalt, die Vertreibung Hunderttausender Zivilisten und eine damit einhergehende humanitäre Katastrophe erlebt. Frankreich hat eine Eingreiftruppe entsandt und die Afrikanische Union (AU) ihre bereits bestehende Mission auf 5400 Soldaten aufgestockt. Nimmt man die Wahl der neuen Präsidentin Catherine Samba-Panza hinzu, scheint es also erste positive Entwicklungen für das Land zu geben. Ob die Weichenstellungen der letzten Wochen aber dazu führen, dass die elementaren strukturellen Probleme der ZAR gelöst werden, wird sich erst viel später zeigen. Zunächst sind spürbare Erfolge nötig, um die eskalierende Gewalt einzudämmen. Dazu bedarf es einer weiteren Aufstockung der AU-Truppen und der Entsendung einer robusten Mission der Vereinten Nationen. (SWP-Aktuell)
