Die Shanghai Cooperation Organisation: Regionale Aufgaben mit geopolitischer Bedeutung?

Abstract

Unmittelbar nach Gründung der Shanghai Cooperation Organisation (SCO) 2001 war das internationale Interesse an der Organisation groß. In den ersten Jahren wurde sie häufig als chinesisch-russischer Schulterschluss beschrieben, der dem geopolitischen Einfluss von NATO und USA in Zentralasien entgegenwirken sollte. Doch bereits wenige Jahre später flachte das westliche Interesse deutlich ab. Die Effektivität, Struktur und zukünftige Ausrichtung der Organisation gerieten immer mehr in die Kritik. Doch mit Blick auf die Situation in Afghanistan nach 2014 und einer möglichen Erweiterung der SCO um Indien und Pakistan auf dem nächsten Gipfel 2015 im russischen Ufa, sollte diese Haltung ernsthaft überdacht werden.
