Der Weltgipfel für Humanitäre Hilfe: Triumpf der Menschlichkeit?

Abstract

2015 waren 82,5 Mio. Menschen in 37 Staaten auf humanitäre Hilfe angewiesen angewiesen (UN OCHA). Diese Zahl führte einmal mehr das globale humanitäre System an seine Grenzen. Bereits 2012 hatte der VN-Generalsekretär für den 23./24. Mai 2016 einen ersten Weltgipfel für humanitäre Hilfe (World Humanitarian Summit - WHS) nach Istanbul einberufen. Dort soll ein internationaler Konsens zur Stärkung humanitärer Grundsätze sowie ein Grand Bargain zur Finanzierung der notwendigen Hilfe erreicht werden. Im Global Governance Spotlight 2|2016 beschreibt und bewertet Prof. Dr. Hans-Joachim Heintze die umfangreichen Konsultationen im Vorfeld des Gipfels sowie die Berichte des VN-Generalsekretärs und des von ihm eingesetzten High-Level Panel on Humanitarian Financing an den WHS. Das Spotlight schließt mit einem Ausblick auf den möglichen Beitrag der EU, von der als einer der größten und sehr erfahrenen Geber eine führende Rolle erwartet wird.
