Verhandlungen zur biologischen Vielfalt der Ozeane: Ein Ökosystem-Ansatz für die Hohe See

Abstract

Seit 2017 wird im Rahmen der Vereinten Nationen über die Erhaltung und nachhaltige Nutzung der biologischen Vielfalt der Meere außerhalb der nationalen Hoheitsbereiche verhandelt. Die Verschiebung der vierten und letzten Verhandlungsrunde aufgrund von COVID-19 bietet Gelegenheit, einen Blick auf die noch strittigen Fragen zu werfen und Lösungsansätze zu diskutieren. Im Global Governance Spotlight 1|2020 empfiehlt Vito De Lucia, außerordentlicher Professor an der Arctic University of Norway, die Verhandlungspause zu nutzen, um die Grenzen einzelner Governance-Instrumente im Sinne eines umfassenden Ökosystem-Ansatzes zu überwinden. Der Fokus solle auf Komplementarität, Koordinierung und Kompatibilität zwischen den Instrumenten und im Einklang mit der Agenda 2030 liegen.
