Die Vereinten Nationen und globale Gesundheitskrisen: Lessons learnt aus dem Ebola-Ausbruch

Abstract

Die Ebola-Epidemie in Westafrika markiert mit derzeit 24.282 Infektionsfällen und 9.976 Toten den bislang schlimmsten Ausbruch dieser Erkrankung (Stand: 11. März 2015). Die schwachen Gesundheitssysteme in den hauptsächlich betroffenen Ländern Guinea, Liberia und Sierra Leone trugen mit dazu bei, dass der Ausbruch sich zu einer Gesundheitskrise entwickeln konnte, aber auch das internationale Krisenreaktionssystem geriet deutlich an seine Grenzen. Die zunächst mangelnde Intensität der Notfallmaßnahmen wurde erst gesteigert, nachdem sich der UN-Sicherheitsrat mit der Ebola-Krise beschäftigt hatte. Das kann jedoch kein Zukunftsmodell für die Bearbeitung von globalen Gesundheitskrisen sein. Es gilt vielmehr, die bestehenden Strukturen, in deren Zentrum die Weltgesundheitsorganisation (WHO) steht, zu stärken und auszubauen.
