Senkt die Einkommensteuer jetzt!

Abstract

Die Konjunktur liegt infolge der Finanzmarktkrise auf der Intensivstation. Was ist jetzt die richtige Medizin, in welcher Dosis muss sie verabreicht werden? Die bisher beschlossenen Maßnahmenpakete der Bundesregierung reichen nach Einschätzung des RWI Essen nicht aus. Um eine tiefe und langwierige Rezession zu verhindern, ist zusätzlich ein schnell wirksamer Impuls im Volumen von 1% des Bruttoinlandsproduktes notwendig. Die Bundesregierung sollte die Bürger daher schon 2009 steuerlich im Umfang von 25 Mrd. Euro entlasten. Die Herausforderung: Eine schwere und sich schnell ausbreitende Krise. Politik und große Teile der Wissenschaft sind sich darin einig, dass wegen der Schwere der Krise und ihrer raschen Ausbreitung die Geldpolitik und die automatischen Stabilisatoren der Finanzpolitik allein nicht ausreichen werden, um die realwirtschaftlichen Folgen der Finanzmarktkrise einzudämmen. Die Geldpolitik ist zudem derzeit in ihrer Wirkung erheblich eingeschränkt. In dieser außergewöhnlichen Situation gehören diskretionäre fiskalische Maßnahmen in den Instrumentenkasten der Wirtschaftspolitik.
