Abstract

[Einleitung ...] Im weiteren Verlauf wird in Kapitel 2 eine Darstellung der Notwendigkeit einer Schuldenbremse im Landesrecht gegeben, bevor der tatsächliche Umsetzungsstand der landesrechtlichen Schuldenbegrenzungsregelungen in Kapitel 3 dargestellt wird. Kapitel 4 skizziert die Aufgaben des Stabilitätsrates sowie dessen Stärken und Schwächen. In Kapitel 5 wird ein Vorschlag erarbeitet, wie der Stabilitätsrat ein eigenes Haushaltsmonitoring durchführen könnte. Dieses wird methodisch an ein bereits jetzt vom Stabilitätsrat praktiziertes Verfahren angelehnt, das zuvor vorgestellt wurde. Kapitel 6 schließt mit einem Fazit.
