Ernüchternde Bilanz der EU-Strukturfonds

Abstract

Neue Forschungsergebnisse zeigen: Die 450 Milliarden Euro schwere Regionalförderung der EU hat keine positive Wirkung auf das Wachstum. - Die EU-Strukturfonds machen in der Finanzperiode von 2014 bis 2020 erstmals den größten Haushaltsposten der Europäischen Union (EU) aus. Bisherige Evaluationen zur Wirksamkeit der Förderung zeigen widersprüchliche Ergebnisse. Eine neue, robuste Studie des RWI findet keine positiven Wirkungen des Programms auf das Wachstum. Vielmehr deuten die Effekte darauf hin, dass hoch geförderte Regionen erst strukturelle Probleme überwinden müssten, bevor Wachstumsprogramme wirken können. Eine hohe Förderintensität in der Nachbarschaft beeinflusst das Wirtschaftswachstum der betroffenen Region stark negativ.
