Die europäische Investitionspolitik nach dem Vertrag von Lissabon und ihr Einfluss auf nachhaltige Entwicklung

Abstract

Mit Inkrafttreten des Vertrags von Lissabon im Dezember 2009 ist die Zuständigkeit für Investitionsverträge mit Drittstaaten auf die Europäische Union (EU) übergegangen und wurde somit Teil der Gemeinsamen Handelspolitik. Das vorliegende Working Paper beschreibt mögliche Auswirkungen dieser Kompetenzübertragung und die damit zusammenhängenden Diskussionen und Kontroversen auf EU-Ebene. Zudem werden wesentliche Inhalte aktueller Investitionsabkommen beschrieben, potentielle Risken erläutert und anhand von Fallbeispielen illustriert. Den Abschluss bilden Überlegungen, welche Herausforderungen sich für die Formulierung der neuen europäischen Investitionspolitik stellen. Ein Exkurs skizziert Zusammenhänge zwischen Investitionsverträgen, Investitionen und Wachstum/Entwicklung.
