Gläserner Bergbau? Transparenzinitiativen im extraktiven Sektor

Abstract

Die steigende Nachfrage nach extraktiven Rohstoffen sowie der Rohstoffpreisboom der 2000er-Jahre haben in den letzten Jahren die Debatte über den mangelnden Beitrag von Rohstoffreichtum zu inklusiver Entwicklung intensiviert. Als eine zentrale Ursache, warum die Einnahmen aus Ressourcenabbau zu wenig zu wirtschaftlicher Entwicklung und Armutsminderung betragen, gilt die fehlende Transparenz von Gewinnen und Zahlungsflüssen. In diesem Zusammenhang ist in den letzten Jahren eine Reihe von privaten und öffentlichen Initiativen entstanden, die Transparenz und Rechenschaftspflicht in diesem Sektor erhöhen sollen. Das vorliegende Briefing Paper analysiert die derzeit wichtigste internationale Transparenzinitiative - die Extractive Industry Transparency Initiative (EITI) sowie Gesetzesvorhaben in der EU und in den USA, die die EITI umsetzen bzw. unterstützen sollen. Die Offenlegung von Zahlungsströmen im Rahmen dieser Initiativen ist ein wichtiger und unumgänglicher Schritt in Richtung mehr Transparenz. Um sicherzustellen, dass der extraktive Sektor zu wirtschaftlicher lokaler Entwicklung beiträgt, braucht es allerdings eine Ausweitung sowie eine gesetzliche Verankerung der Transparenzbestimmungen sowie eine Reihe von weitergehenden Maßnahmen.
