Personen, Organisationen, Ordnungsregeln: Der demokratische Diskurs muss zwei Defizite aufarbeiten - ein Interview zur Bankenmoral

Abstract

Die Hauptthese des Interviews lautet: Für eine gemeinwohlorientierte Politik ist es von großer Bedeutung, dass in der demokratischen Öffentlichkeit die richtigen Fragen gestellt werden. Ausgerechnet von Moraldiskursen aber geht die Gefahr aus, einer systematisch falschen Fragestellung den Weg zu weisen, nämlich dort, wo sie der Tendenz unterliegen, institutionelle Probleme als vermeintliche Charakterprobleme zu personalisieren. Neben Personeneigenschaften müssen wir die Anreizprobleme in Organisationen sowie die Anreizprobleme des Ordnungsrahmens zentral ins Blickfeld rücken. Sonst bleibt der demokratische Diskurs unter seinen Möglichkeiten, wenn es darum geht, die Zukunftsprobleme der Marktwirtschaft institutionell in Angriff zu nehmen.
