Abstract

Die Situation der kommunalen Haushalte hat sich seit Anfang der 1990er Jahre zunehmend verschlechtert. Zum 31. März 2012 betrugen die Kreditmarktschulden der Gemeinden und Gemeindeverbände über 85 Milliarden Euro. Hinzu kamen Kassenkredite im Umfang von knapp 48 Milliarden Euro (Vgl. Statistisches Bundesamt 2012a). Selbst die wenigen Haushaltsjahre, die mit einem Finanzierungsüberschuss beendet werden konnten, wurden nicht konsequent zum Schuldenabbau genutzt. In jenen Jahren sanken die Kreditmarktschulden nur geringfügig, während die Kassenkreditbestände kontinuierlich gewachsen sind. (...) --
