Agrarstrukturelle Unterschiede und Veränderungen in benachteiligten und nicht-benachteiligten Gebieten von Schleswig-Holstein, Niedersachsen, Nordrhein-Westfalen, Hessen und Mecklenburg-Vorpommern: Eine Analyse von Landkreis- und Gemeindedaten

Abstract

Die vorliegende Studie befasst sich mit der Frage, ob sich der agrarstrukturelle Wandel in Kreisen, die zur benachteiligten Gebietskulisse gehören, anders vollzieht als in den Kreisen, die außerhalb dieser Kulisse liegen. Untersucht wurde, welche Wirkung der Zahlung einer Ausgleichszulage in den benachteiligten Gebieten mit Hinblick auf den agrarstrukturellen Wandel zukommt. Die Stu-die konzentriert sich auf die Bundesländer Schleswig-Holstein, Niedersachsen, Nordrhein-Westfalen, Hessen und Mecklenburg-Vorpommern. Für die ländlichen Entwicklungsprogramme 2007 bis 2013 dieser Bundesländer führt das Thünen-Institut die laufende Bewertung durch. Die Ergebnisse der umfangreichen Studie können damit auch Eingang in die laufende Bewertung fin-den. Aufgrund der Vielfältigkeit des Designs der Ausgleichszulage in den ausgewählten Ländern lassen auch allgemeine Ergebnisse zum Konzept der benachteiligten Gebiete und Ausgestaltung der Ausgleichszulage ableiten.
