Stand und Entwicklungen bei den familienpolitischen Zielen im europäischen Vergleich: Eine Betrachtung verschiedener Indikatoren und Diskussion von Handlungsansätzen

Abstract

Legt man die vier Zielbereiche zugrunde, die in der groß angelegten Gesamtevaluation der ehe- und familienpolitischen der Leistungen in Deutschland in den 2000er Jahren identifiziert wurden, ergibt sich zum Stand Deutschlands im europäischen Vergleich ein gemischtes Bild [...] Um hier Verbesserungen zu erzielen, können neben familienpolitischem Handeln auch Maßnahmen in anderen Politikbereichen hilfreich sein. Allerdings zeigen die Ergebnisse der europaweiten Befragung "Leben in Europa" (EU-SILC), dass Deutschland bei der für die Familien in vielerlei Hinsicht sehr wichtigen Betreuungsinfrastruktur gegenüber den Spitzenreitern in Europa weiter deutlichen Nachholbedarf hat. Auch ist der Ausbau der Betreuungsangebote für unter Dreijährige trotz des im Jahr 2013 in Kraft getretenen Rechtsanspruch im Zeitraum zwischen den Jahr 2009 und 2019 im europäischen Vergleich nicht besonders dynamisch verlaufen.
