Abstract

Die Forderung nach einer einkommensabhängig finanzierten Bürgerversicherung klingt gerecht. Doch die zentralen Probleme der Gesetzlichen Krankenversicherung (GKV) vermag sie nicht zu lösen. Denn der seit Jahrzehnten überproportional starke Anstieg der Ausgaben kann weder durch eine Einbindung bislang privat krankenversicherter Personen gebremst werden noch durch eine Beitragspflicht weiterer Einkommensquellen. Schon die Rückkehr zu einer vollständigen Teilung des Beitragssatzes würde die Volkswirtschaft mittelfristig teuer zu stehen kommen. Vor dem Hintergrund der demografischen Entwicklung ist eine Abschaffung der kapitalgedeckten privaten Krankenvollversicherung ohnehin kontraproduktiv. Denn die privat Versicherten sorgen für ihre altersbedingt steigenden Gesundheitsausgaben eigenverantwortlich vor. Deshalb können die Lasten nicht wie im Umlageverfahren auf jüngere Kohorten überwälzt werden.
