Abstract

Das Programm zur Vollendung des Binnenmarktes hat - wie kaum ein anderes Thema - in der Zeit nach Vollendung des Gemeinsamen Marktes Ende der sechziger Jahre die Aufmerksamkeit der Öffentlichkeit gefunden. Die Aussicht auf einen Wirtschaftsraum ohne Binnengrenzen, der an Größe die japanische und nordamerikanische Wirtschaft übertrifft, hat große Hoff- XX) nungen darauf geweckt, daß das Produktionspotential im EG-Wirtschaftsraum auf mittlere Sicht wieder stärker zunimmt als es in den Jahren 1972 bis 1988 der Fall war. Im Hinblick auf die in der EG vorhandenen hohen Reserven von Erwerbspersonen ohne Anstellung - die Arbeitslosigkeit liegt bei 11 Prozent - ist es die Akkumulation von produktivem Kapital, die erhöht werden muß, damit sich die Hoffnungen auf ein stärkeres Wachstum des Produktionspotentials erfüllen können.
