Kritische Anmerkungen zum Ost-West-Handel

Abstract

Das sowjetische Reformprogramm der Perestrojka hat in verschiedenen Kreisen die Erwartung geweckt, daß es bald zu einer nachhaltigen Belebung der Handelsbeziehungen zwischen Osteuropa und den westlichen Industriestaaten kommen werde. In diese Zuversicht mischt sich die Skepsis, ob zwischen Ländern mit so unterschiedlichen Wirtschaftsordnungen überhaupt ein Güteraustausch in nennenswertem Umfang stattfinden könne. Die folgenden Anmerkungen spiegeln diese Spannung in den Einschätzungen wider. Zunächst werden einige grundsätzliche Thesen über den Zusammenhang zwischen internationaler Arbeitsteilung und wirtschaftlicher Entwicklung formuliert, anschließend die wirtschaftspolitische Einstellung der westlichen und östlichen Regierungen zum Außenhandel gekennzeichnet, dann die Entwicklungslinien im Ost-West-Handel beschrieben und daraufhin die den Handel begrenzenden Faktoren erörtert. Als Abschluß werden einige Zukunftsperspektiven zur Diskussion gestellt, die mehr auf Spekulationen beruhen als auf Fakten.
