Sozialversicherung im Defizit?

Abstract

Die Finanzlage der Sozialversicherung hat sich im Jahr 2014 nochmals verschlechtert. Der Budgetüberschuss sank um 2,1 auf 4,0 Mrd. Euro (Statistisches Bundesamt 2015a). Zwar nahm das Beitragsaufkommen - bei unveränderten Beitragssätzen - kräftig und mit 3,8 Prozent sogar etwas rascher zu als die gesamten Ausgaben, aber der Bund hat angesichts der günstigen Perspektiven für die Sozialversicherung und der durch die "Schuldenbremse" bedingten Einsparerfordernisse seinen Zuschuss an die Sozialversicherung kaum erhöht. Mit Wirkung ab Januar 2015 wurden verschiedene Beitragssätze verändert, auch werden zusätzliche Leistungen - insbesondere der gesetzlichen Rentenversicherung - gewährt. Es stellt sich die Frage, wie sich die Finanzlage der Sozialversicherung in den Jahren 2015 und 2016 entwickeln wird.
