Abstract

Im letzten Bericht der Institute vom Frühjahr 1996 wurde darauf verwiesen, daß sich erste Erfolge bei der geld- und fiskalpolitischen Stabilisierung noch nicht in realwirtschaftlichen Impulsen niedergeschlagen hatten. Die Institute hatten insbesondere auf die ausgeprägte Investitionsschwäche hingewiesen und dies auf fundamentale Versäumnisse in der Wirtschaftspolitik zurückgeführt. Auf politischer Ebene hatte die Unsicherheit über den Ausgang der Präsidentschaftswahlen zu einem weiteren Aufschub wirtschaftspolitischer Entscheidungen geführt. Der Rückgang des Bruttoinlandsprodukts und der Investitionen setzte sich daher in der 1. Hälfte von 1996 fort. Auch nach den Wahlen sind deutliche Signale, daß die Regierung institutionelle Reformen forcieren und die sich inzwischen abzeichnende Finanzierungskrise der öffentlichen Haushalte effektiv bekämpfen wird, bislang nicht zu verzeichnen. Vielmehr besteht die Sorge, daß eine realwirtschaftliche Erholung auch 1997 auf sich warten läßt.
