Subventionen in Deutschland bis zum Jahre 2015/2016: Das Geld sitzt deutlich lockerer

Abstract

Die Subventionen von Bund, Ländern, Kommunen und Sonderhaushalten betrugen 2015 nach Kieler Subventionsdefinitionen 168,7 Mrd. Euro und lagen damit um 27,5 Mrd. Euro über dem Niveau von 2007. Fast zwei Drittel der Subventionssumme entfielen auf Finanzhilfen der Gebietskörperschaften, gut ein Drittel auf Steuervergünstigungen und knapp 1 Prozent auf Einnahmeverzichte wegen der kostenfreien Zuteilung von CO2-Zertifikaten. Während die Subventionen an Unternehmen eine fallende Tendenz aufwiesen, sind die allokationsverzerrenden Transfers und Zuwendungen an private und staatliche Organisationen ohne Erwerbszweck im Vormarsch. Die Finanzhilfen des Bundes, die 2015 noch knapp 45 Mrd. Euro betrugen, werden im Jahr 2016 um 8,4 Mrd. Euro zunehmen. Dieser Zuwachs der Finanzhilfen des Bundes ist jedoch nur wenig von Ausgaben zur Bewältigung der Flüchtlingskrise geprägt.
