Kieler Subventionsbericht und die Kieler Subventionsampel: Finanzhilfen des Bundes und Steuervergünstigungen bis 2017 - eine Aktualisierung

Abstract

Im vorliegenden Subventionsbericht des IfW werden die Finanzhilfen des Bundes und die Steuervergünstigungen insgesamt bis zum Jahr 2017 dokumentiert. Der Bund hat im Jahr 2016 direkt und indirekt über die Länder sowie über Sonderhaushalte Finanzhilfen in Höhe von 47,6 Mrd. Euro gezahlt - unter Einschluss der Kompensationszahlungen an die Länder für aufgegebene Subventionen waren es sogar 49,9 Mrd. Euro. Im Jahr 2017 nahmen laut Bundeshaushaltsplan die gesamten Finanzhilfen des Bundes abermals deutlich zu, und zwar um 10,8 Prozent auf 55,3 Mrd. Euro. Das sind 20,8 Mrd. Euro mehr als vor der Finanzkrise im Jahr 2007. Die Steuervergünstigungen haben im Jahr 2017 insgesamt 62,1 Mrd. Euro betragen. Der Subventionsbericht beinhaltet erstmals eine Kategorisierung der wichtigsten Finanzhilfen des Bundes und der größten Steuervergünstigungen im Hinblick auf deren graduelle Schädlichkeit, vorgenommen nach einem "Rot-gelb-grün-"Ampelschema.
