Zum Beitrag der Kurzarbeit zur Arbeitszeit- und Lohndynamik im Zuge der Corona-Krise

Abstract

Im Verlauf des Jahres 2020 sind Arbeitszeit und Effektivverdienste je Arbeitnehmer zunächst gefallen und dann kräftig gestiegen. Zur Anpassung von Arbeitszeit und Lohnkosten bei konjunkturellen Schwankungen stehen den Unternehmen grundsätzlich eine Reihe von Anpassungskanälen zur Verfügung, wie z.B. Überstunden, Arbeitszeitkonten, Urlaub, Kurzarbeit und tarifliche Öffnungsklauseln. Je nachdem, welcher dieser Anpassungskanäle dominiert, sind für die Prognose unterschiedliche Zusammenhänge zwischen Arbeitszeit und Effektivverdiensten anzusetzen.
