Zur Protektionismusgefahr im transatlantischen Wirtschaftsraum

Abstract

Die merkantilistisch geprägten Äußerungen aus den Reihen der neuen US-amerikanischen Präsidentschaft nähren Befürchtungen, dass es seitens der Vereinigten Staaten auch gegenüber der Europäischen Union zu einer protektionistisch aus-gerichteten Außenhandelspolitik kommen könnte. Diese Sorge rührt vor allem aus dem von amerika-nischer Seite besonders kritisch gesehenen hohen bilateralen Handelsüberschuss der Europäer, wo-bei der deutsche Beitrag besonders ausgeprägt ist. Im abgelaufenen Jahr betrug der Exportüberschuss der Europäischen Union gegenüber den Vereinig-ten Staaten 115 Mrd. (davon aus Deutschland: 49 Mrd. Euro). Die aggressiveren Töne aus dem Weißen Haus könnten auch dadurch motiviert sein, dass der US-amerikanische Markt für europäische Exporteure relativ bedeutender ist als umgekehrt. So gingen zuletzt 16 Prozent aller EU-Exporte in die Vereinigten Staaten, im Gegenzug nahmen die EU-Länder 11 Prozent aller US-amerikanischen Ausfuhren auf (Abbildung 1).
