Zu den Strukturreformen im Rahmen von "Abenomics"

Abstract

Ein zentrales Ziel der im Dezember 2012 gewählten japanischen Regierung unter dem Ministerpräsidenten Abe ist es, die wirtschaftliche Dynamik nachhaltig zu verstärken und die langjährige deflationäre Tendenz im Land zu brechen. Konkret sollen das Wachstum des realen Bruttoinlandsprodukts, das in den vergangenen beiden Jahrzehnten im Trend bei knapp 1 Prozent jährlich lag, auf 2 Prozent pro Jahr im Zeitraum von 2013 bis 2022 erhöht und die Inflationserwartungen auf ein Niveau von 2 Prozent gebracht und dort stabilisiert werden. Zu diesem Zweck wurde ein wirtschaftspolitisches Programm entworfen, das in der Öffentlichkeit häufig als "Abenomics" bezeichnet wird. Es umfasst eine massive Lockerung der Geldpolitik, eine "flexible" Finanzpolitik, die mittelfristig den hoch defizitären Staatshaushalt konsolidieren, zunächst aber der Nachfrage Impulse geben sollte, sowie Strukturreformen zur Stärkung des mittelfristigen Wachstums und der Förderung der privaten Investitionen.
