Zu den Risiken des "Fiscal Cliff" im Jahr 2013 in den Vereinigten Staaten

Abstract

Mit Beginn des Jahres 2013 läuft in den Vereinigten Staaten eine Reihe von Maßnahmen aus, die zur Stimulierung der Konjunktur eingeführt worden waren. Zudem dürften die mit der Erhöhung der Schuldenobergrenze im vergangenen Jahr beschlossenen automatischen Haushaltskürzungen im Jahr 2013 das erste Mal einen nennenswerten Umfang erreichen. Alles in allem würde sich nach der gegenwärtigen Gesetzeslage dadurch die Budgetposition des Bundes im Fiskaljahr 2013 für sich genommen - d.h. ohne die Einbeziehung von Rückkopplungseffekten durch die gesamtwirtschaftlichen Auswirkungen - um rund 500 Mrd. US-Dollar bzw. mehr als 3 Prozentpunkte in Relation zum Bruttoinlandsprodukt verbessern. Diese Situation wird als "Fiscal Cliff" bezeichnet und vielerorts als großes Risiko für die Konjunktur in den Vereinigten Staaten und mitunter sogar für die Weltkonjunktur gesehen.
