Beschäftigung, Auftragslage und Perspektiven im deutschen Schiffbau. Ergebnisse der 19. Betriebsrätebefragung im September 2010

Abstract

Der seit zwei Jahren stattfindende krisengetriebene Strukturwandel im deutschen Schiffbau setzt sich weiterhin fort. Unternehmensverkäufe oder Übernahmen verändern das Gesicht des deutschen Schiffbaus merklich. Im zweiten Jahr in Folge muss der deutsche Schiffbau einen schmerzhaften Beschäftigungsrückgang verkraften. Im September 2010 sind mit 16.760 direkt Beschäftigten auf allen deutschen Werften 3,9 Prozent, d.h. 686 Menschen weniger beschäftigt als noch ein Jahr zuvor. Verglichen mit dem Jahr 2008 fällt die Bilanz noch negativer aus: seit dem September 2008 haben rund 3.800 Arbeitnehmer/innen ihren Job auf der Werft verloren - ein Rückgang um 18,4 Prozent. Darüber hinaus wird eine neue weltweite Arbeitsteilung aufgezeigt, die das Ende des Containerschiffbaus und eine notwendige Konzentration auf hochwertigen Spezialschiffbau in Deutschland bedeutet. Dies wird unter anderem beim Umbau der TKMS praktiziert. So wird der zivile Schiffbau an Abu Dhabi Mar verkauft und nur der Militärschiffbau durch TKMS weitergeführt. Die offizielle deutsche Wirtschaftspolitik setzt in diesem durch protektionistische Maßnahmen weltweit geprägtem Sektor insgesamt auf die lenkenden Kräfte des Marktes.
