Den Pfadwandel einleiten: Von den Dilemmata präventiver Strukturpolitik

Abstract

Präventive Strukturpolitik leitet einen regionalwirtschaftlichen Pfadwandel ein, ohne dass dazu aktuell die sozioökonomische Notwendigkeit besteht. Neben diversen Dilemmata, z.B. dass Ressourcen für eine Region aufgebracht werden müssen, die zurzeit (noch) nicht bedürftig ist, stellt sich das Problem der Prognosefähigkeit. Regionen mit hoher Abhängigkeit des wirtschaftsstrukturellen Kerns (z.B. Braunkohle) sind von einem zwangsläufig einsetzenden Strukturwandel betroffen. Dies kann Unsicherheiten hinsichtlich einer Notwendigkeit der Umsteuerung reduzieren, nicht aber hinsichtlich der Frage, welche neuen Wirtschaftsstärken zu fokussieren sind. Diesbezüglich ist eine Orientierung an den jetzigen regionalen Kompetenzen zu empfehlen (Pfadwandel anstatt Pfadbruch).
