Ökonomische Fundierung sozialer Innovationen: Ausgangsüberlegung zum europäischen Forschungsprojekt "SIMPACT"

Abstract

Die Frage nach sozialen Innovationen ist von der europäischen Kommission auf die politische Agenda gesetzt worden. Die Erwartungen sind vielfältig: Soziale Innovationen sollen zur Lösung der großen gesellschaftlichen Herausforderungen beitragen, sie sollen die öffentlichen Haushalte entlasten, sie sollen die zivilgesellschaftlichen Akteure stärker in den politischen Prozess einbinden. Das von IAT koordinierte europäische Verbundprojekt SIMPACT fragt nach der ökonomischen Fundierung sozialer Innovationen. Es geht nicht darum soziale Innovationen auf die Frage nach Markteffizienz zu reduzieren. Vielmehr stehen (ökonomische) Prinzipien, Ziele und Komponenten im Vordergrund, die zum Erfolg sozialer Innovationen beitragen. Im Mittelpunkt steht die Frage, wie das gesellschaftliche Potenzial von Menschen aus marginalisierten Gruppen aktiviert werden kann. Angestrebt wird eine Theorie mittlerer Reichweite, die empirische Forschung und politische Strategien strukturiert.
