Abstract

Dienstleistungen spielen eine wichtige Rolle bei der Bewältigung der sozialen und wirtschaftlichen Herausforderungen der Zukunft. Ihre Entwicklung ist kein Selbstläufer, sondern bedarf gezielter politischer Impulse. Massiven Gestaltungsbedarf in Deutschland und weltweit gibt es in den Schlüsselbranchen Gesundheit, Bildung und Erziehung sowie Nachhaltigkeit und Energieeffizienz. Eine Weiterentwicklung der Dienstleistungspolitik braucht eine konzertierte Ausweitung und Vertiefung arbeitspolitischer Gestaltungsansätze, um Personalengpässe zu verhindern und Beschäftigung attraktiv zu machen. Das Forschen, Entwickeln, Erproben und Verbreiten von Systemlösungen entlang von Wertschöpfungsbeziehungen ist ein zentraler Weg für mehr Qualität und Effizienz.
