Beschäftigungseffekte der Gemeinsamen Agrarpolitik in der ostdeutschen Landwirtschaft
Abstract
In der derzeitigen Diskussion um die Reform der Gemeinsamen Agrarpolitik (GAP) spielt das Argument der positiven Beschäftigungswirkungen eine zentrale Rolle. Wir untersuchen seine Stichhaltigkeit mithilfe einer Ex-Post-Evaluierung der Zahlungen in 69 Landkreisen Brandenburgs, Sachsens und Sachsen-Anhalts zwischen 1999 und 2006. Wir verwenden ein aus der Arbeitsmarktforschung bekanntes statistisches Verfahren, um die Beschäftigungswirkungen des gesamten Maßnahmenbündels der GAP simultan abzubilden. Die Ergebnisse legen nahe, dass Investitionsbeihilfen und Agrarumweltmaßnahmen arbeitsintensive Technologien in der Produktion halten oder sie induzieren. Die Ausgleichszulage für benachteiligte Gebiete und die Mittel zur Dorferneuerung zeigten keine Beschäftigungseffekte. Weiterhin stützen die Ergebnisse die Vermutung, dass die Entkopplung der Direktzahlungen im Jahre 2005 sowie ihre graduelle Erhöhung im Beobachtungszeitraum zu Arbeitsplatzverlusten führten, da sie die Zahlungen von den Produktionsergebnissen und vom Arbeitseinsatz unabhängig machten. Auch erhöhte Mittel für Verarbeitung und Vermarktung gingen teilweise mit einer Verringerung der Beschäftigung in der Landwirtschaft einher. Die Rechtfertigung der GAP über die Sicherung von Arbeitsplätzen steht dieser Analyse zufolge auf tönernen Füßen. Wenn dieses Ziel mit Hilfe der GAP angestrebt werden soll, kann es am ehesten über Maßnahmen der „zweiten Säule“ erreicht werden. --Download Info
