Ein Risikoausgleichsmodell für den Wettbewerb um Bestandskunden in der PKV

Abstract

Die Diskussion über die Portabilität der Alterungsrückstellung in der deutschen Privaten Krankenversicherung (PKV) leidet unter dem Fehlen eines konkreten Modellrahmens. Hier setzt die vorliegende Arbeit an, indem erstmals ein Risikoausgleichsmodell zur Übertragung der Alterungsrückstellung formuliert wird. Das Modell ist kompatibel mit den bestehenden Methoden der PKV-Tarifkalkulation. Zentral ist dabei ein kollektiver Risikoausgleichsbetrag, der mit der Rechnungsgrundlage Grundkopfschaden in Verbindung steht. Auf der Grundlage des Risikoausgleichsmodells lässt sich konkreter weiterer Forschungsbedarf ableiten.
