Leiharbeit und befristete Beschäftigung: Neue Formen sozialer Gefährdung oder Chance auf Arbeitsmarktintegration?

Abstract

Befristete Arbeitsverhältnisse und Leiharbeit werden zunehmend zu Hoffnungsträgern der Arbeitsmarkt- und Beschäftigungspolitik. Bereits mehrfach hat der Gesetzgeber die Möglichkeiten zur Befristung von Arbeitsverträgen und zum Einsatz von Leiharbeit erweitert. Und das seit Jahresbeginn 2003 gültige 'Erste Gesetz für moderne Dienstleistungen am Arbeitsmarkt' - Resultat der Hartz-Kommission - macht deutlich, dass befristete Arbeitsverhältnisse und speziell die Leiharbeit zu den entscheidenden Stellschrauben bei der Bekämpfung der Arbeitslosigkeit avancieren. Doch Leiharbeit und Befristungen bleiben konträr diskutierte Beschäftigungsformen. Ihre Befürworter werten sie als 'Einstiegshilfen' in das Arbeitsleben und geeignete Instrumente einer neuen, flexibleren Arbeitsmarkt- und Beschäftigungspolitik. Skeptiker hingegen sehen in diesen Arbeitsverhältnissen die Gefahr, dass sich verminderte Beschäftigungsstandards und instabile Beschäftigunsformen ausbreiten. In dem Band 'Leiharbeit und befristete Beschäftigung. Neue Formen sozialer Gefährdung oder Chance auf Arbeitsmarktintegration?' stellen verschiedene AutorInnen neuere Forschungsbefunde zur Leiharbeit und befristeten Beschäftigung vor und diskutieren aus unterschiedlichen Blickwinkeln die rechtlichen, arbeitsmarktpolitischen und sozialen Wirkungen dieser Beschäftigungsverhältnisse.
